Supplying Goods and Services to Pool Re
As an Arm’s Length Body of HM Treasury and therefore a Contracting Authority as defined under the Procurement Act 2023 Pool Re must encourage open and transparent competition when procuring goods, services and works over certain value thresholds to ensure value for money.
Procurement Act
The Procurement Act came into force 24 February 2025 and replaced the Public Contract Regulations 2015. The new Act brings new procedures.
Contracts dated before the 24 February 2025 are not impacted and will continue to be managed in accordance with the Public Contract Regulations 2015. Find out more about the Procurement Act 2023:
Procurement Act: Central Digital Platform (CDP)
Suppliers should not that one of the new requirements under the Procurement Act is the provision of a central digital platform to facilitate the publishing of required notices and documents. The CDP will be an enhancement of the existing Find a Tender service and will make it easier to find and bid for contract opportunities and for us to meet our transparency commitments under the Act.
Suppliers will need to register at the point that they wish to bid for a contract opportunity.
Supplier Information to be provided on the CDP includes:
- Basic information:
- Name, address, Companies House number (or equivalent), VAT Number (if applicable), relevant qualifications or trade assurances and whether the organisation is a SME, VCSE or public mutual.
- Financial information: Copies of your accounts from the most recent financial years
- Connected persons:
- Names, addresses, and details on any connected persons to the business (e.g. persons with significant control). These are individuals or organisations who have influence or control over the supplier.
- Exclusions: Details of any discretionary or mandatory exclusions for the supplier or connected persons as set out in schedules 6 and 7 of the Procurement Act 2023

How We Pay Our Suppliers
Pool Re’s standard payment terms are 30 days and are included in our contract documents.
Please ensure your invoice includes the following:
- The invoice is addressed to the correct contracting entity as per the agreed contract.
- The contract reference number (starting with PRE00).

Public Contract Regulations Act 2015 (Regulation 113) – Publication of Annual Payment Performance Data
From April 2016 public organisations must comply with Regulation 113 of the Public Contracts Regulations Act 2015 which
requires all contracting authorities to pay undisputed invoices within 30 days. When undisputed invoice payments are not
paid within this 30 day period, interest becomes payable on the outstanding amount as set out in the Late Payment
Legislation

*Late Payment legislation refers to the Late Payments of Commercial Debts (Interest) Act 1998, the Late Payment of Commercial Debts Regulations 2002 and the Late Payment of Commercial Debts Regulations 2013. Amounts are calculated at 8% plus the Bank of England’s base rate and not Contractual rates.
Regulation 113 (now Section 38)
Regulation 113 of the Public Contracts Regulations 2015 requires all contracting authorities to pay undisputed invoices within 30 days.
When disputed invoice payments are not paid within this 30 day period, interest becomes payable on the outstanding amount as set out in the Late Payment Legislation below.
There is a requirement under Regulation 113(7) of the Public Contracts Regulations Act 2015 (The Public Contracts Regulations 2015 (legislation.gov.uk) that the authority must publicise the following information:
- Percentage of Invoices to first tier suppliers/prime contractors of invoices (not under dispute) paid within 30 days
- The total amount of interest that the contracting authority is liable to pay (whether or not paid) due to breach of Regulation 113
- The actual amount of interest paid to suppliers due to a breach of Regulation 113 The following table demonstrates performance against this requirement
Section 38 Payments Compliance Notices
Under Procurement Act Section 69(1) of the Act requires that a contracting authority must publish a payments compliance notice within 30 days of the end of a ‘reporting period’ basis if, during that reporting period, it made a payment under a public contract, or a sum became payable under a public contract. Payments compliance notices are intended to replace and strengthen regulation 113(7) of the Public Contracts Regulations 2015.
